The Kobe Webcam looks north across Meriken Park on the city’s harbor front, with the red lattice of Kobe Port Tower on the left and the white, sail-like roof of the Kobe Maritime Museum in the middle of the frame. The Hotel Okura Kobe tower rises behind the museum, a raised expressway cuts across the view, and beyond the office blocks of central Kobe the wooded Rokko mountains close off the horizon. A strip of harbor water with moored boats runs along the right edge. The camera is fixed, so the framing stays the same while the scene changes: buses come and go from the car parks, walkers cross the wide plaza, and after dark Port Tower and the museum roof are lit up against the city lights.
About Kobe and Meriken Park
Kobe, the capital of Hyogo Prefecture, had 1,522,188 residents in June 2021, and its port opened to foreign trade on 1 January 1868. Meriken Park was built on reclaimed land in 1987 and refurbished in 2017. The name comes from “Meriken”, the Meiji-era Japanese rendering of the word “American”. The wooded ridge behind the skyline belongs to the Rokko range, whose highest point, Mount Rokko, reaches 931 meters (3,054 feet). The stream is run by the Kobe Waterfront Development Organization with the city’s Port and Harbor Bureau, the Kobe Meriken Park Oriental Hotel and the radio station Kiss FM KOBE, and the current broadcast has been on air since December 2022.
Kobe Port Tower stands 108 meters (354 feet) tall. It opened on 21 November 1963, and its designers at Nikken Sekkei modeled it on a tsuzumi, a Japanese hand drum, which is why it narrows at the waist. A 2010 refit added about 7,000 LEDs with 40 lighting effects. The tower closed in September 2021 for renovation and seismic retrofitting and reopened on 26 April 2024 with a new rooftop deck.
The Kobe Maritime Museum opened in the park in 1987, and its white steel-frame roof was designed to suggest a sailing ship. Inside, it covers the history of Japanese shipping and of Kobe harbor. On the park’s eastern waterfront, the Port of Kobe Earthquake Memorial Park keeps about 60 meters (197 feet) of wharf wall as the Great Hanshin earthquake left it on 17 January 1995, with models, video and photographs of the damage to the port. More than 6,400 people died in that earthquake.

Kobe has a mild, humid climate, with a yearly mean of 17.0 C (63 F) and 1,277.8 mm (50.3 inches) of precipitation, according to Japan Meteorological Agency normals for 1991 to 2020. Winter is the driest season. Summer is hot and wet. July averages 27.1 C (81 F) and brings 187.9 mm (7.4 inches) of rain, nearly five times January’s total, while August highs average 32.2 C (90 F) and nights stay near 26.1 C (79 F). Autumn is the gentlest season on the camera. October averages 19.8 C (68 F) with highs of 23.2 C (74 F), and in early October the lawns and trees in the park are still green. December cools to an average of 8.8 C (48 F).
Things to Do Near Meriken Park
Everything in the frame can be visited on foot. Kobe Port Tower has its observation floors and the rooftop deck added in 2024, the Maritime Museum sits in the middle of the park, and the earthquake memorial lines the eastern waterfront. Harbor cruises leave from the Naka Pier Central Terminal beside Port Tower, where the Royal Princess circles Kobe Harbor in about 40 minutes with an open-air deck facing the city and the mountains. The Concerto sails from Kobe Harborland on lunch, tea and twilight cruises of 90 minutes to two hours.
Nankinmachi, Kobe’s Chinatown, is about 550 meters (a third of a mile) north of the park. Kobe Harborland, with its shops and waterfront promenade, lies about 1 kilometer (0.6 miles) to the west, out of shot to the left. Sannomiya, the main shopping and rail hub, is about 1.3 kilometers (0.8 miles) to the northeast. For the reverse view, head up into the hills: Mount Rokko and Mount Maya both look down over the whole waterfront, and the Nunobiki Herb Garden sits on the slopes above Shin-Kobe Station.
